The RSC is a Headquarters USACE-aligned training, exercise and simulation center located in Mobile, Alabama adjacent to the Mobile District (SAM). Originally established in San Francisco, CA as an earthquake training and support facility, the current RSC emerged newly organized in Mobile in 2002.
A staff of instructional designers and multi-media technicians facilitate the development, organization, and dissemination of learning tools and support services for USACE, Federal and State partners, and through special arrangement for the private sector. Online course development utilizes internal and external SMEs to ensure comprehensive course content. In-residence instruction is led and facilitated by SMEs or ESF #3 Cadre members. In-residence training or tabletop exercises may be held annually, based on a response mission, or at the request of any District or Division. All online training courses are tracked in the RSC's scoring database. Both online and in-residence course completions are recorded in ENGLink in the trainee's PDS (Personal Data Sheet) and remain in their PDS indefinitely.
